Toshiba Password Utility - DLL Load Error

Whenever I open the Toshiba Password Utility, it gives me a DLL Load Error message. Also, whenever I try to reinstall with the Toshiba Application Installer, it gives me an error as well.

Can someone help me work around these issues, please?
